CYB SELECT BALL REDBOOK RULES

SUMMARY AND PROTOCOLS

SELECT BASEBALL PHILOSOPHY

Carmel Youth Baseball (CYB) is dedicated to offering talented athletes a competitive Select Ball program. This initiative is intended for individuals who consistently exhibit advanced baseball abilities, as well as a strong commitment and appreciation for the sport. The Select Ball program is designed for players seeking elevated competition and who are prepared to invest additional time and effort to further their development. Participants in this program possess a comprehensive understanding of baseball fundamentals and mechanics. They demonstrate a consistent work ethic and actively support their teammates within a positive, competitive atmosphere that emphasizes both personal growth and collective achievement.

ORGANIZATION AND STRUCTURE

CYB Select Ball teams are formed by age groups in accordance with Pony National age restrictions as outlined by Pony National on October 9, 2022. All Select Ball teams compete under the official name “Carmel Outlaws”. Examples of possible teams include:

  • Carmel Outlaws 9U
  • Carmel Outlaws 10U
  • Carmel Outlaws 11U
  •  Carmel Outlaws 12U
  •  Carmel Outlaws 13U
  •  Carmel Outlaws 14U

The total number of teams will depend on the availability of qualified and interested coaches and players. 

Roster sizes are specified as follows:

  • 9U-12U: Manager’s discretion, 11-12 recommended.
  • 13U and above: Manager’s discretion

If there are insufficient players within a particular age group, teams may be combined to form a roster. For example, if there are not enough 13U players at tryouts, these individuals may try out for, or be placed on, a 14U team.

Guest players are permitted for tournament participation, provided they are registered with CYB.

PLAYER ELIGIBILITY AND SELECTION

To be eligible for participation on a CYB Carmel Outlaws team, players must be registered for the current CYB select season. Prospective Select team members are required to attend scheduled team tryouts, which occur twice annually—in January for the spring season and in early August for the fall season. Participation in a tryout does not guarantee placement on a team; each roster is determined on a seasonal basis through skills evaluations.

The selection of players is at the sole discretion of the coaching staff assigned to each age group or team. Managers and coaches are expected to maintain open and responsive communication with league officials throughout the selection process. Should a manager require additional time to evaluate certain players, a formal request should be made to the Development Committee. The Committee may grant additional evaluation time if warranted. Upon finalizing the team roster, managers must submit it to the Development Committee within 3–5 days following tryouts, inclusive of any approved extension.

In cases where a player voluntarily leaves the team or sustains an injury, the manager and Development Committee may conduct a supplementary evaluation to fill the roster spot, giving preference to CYB-registered players when feasible.

MANAGERS AND COACHES

Individuals interested in serving as managers or coaches for CYB Select Ball teams are encouraged to express their interest by contacting the Development Director. CYB Division Directors are encouraged to recommend qualified candidates for these positions. All Select Ball managers and coaches must fulfill all mandatory CYB coaching requirements. Team managers will be appointed by the Development Director with input and recommendations from the Development Committee. The selection process will be finalized prior to Spring and Fall tryouts, and the Development Director will ensure that all eligible managers are informed of the process.

The Development Committee consists of each Division Director, one member of the Executive Board, and the Development Director. This committee oversees all managers, coaches, and players.

For issues that cannot be resolved at team level, parents/coaches may contact a member of the Executive Board. Every effort should be made to address and resolve concerns within the team context first.

In situations involving multiple manager nominations, unsuccessful nominations, removal of a manager, or other potential conflicts, the Development Director—together with the input and recommendations of the Development Committee—will make the final decision.

Each team manager is responsible for selecting their coaching staff. Managers may designate up to two coaches prior to the season; these selections must complete the registration process, submit all required documentation, and receive approval from the CYB board.

MINIMUM PLAY TIME

As part of its commitment to player development, CYB expects Managers to facilitate the growth of all players to the fullest extent possible. The CYB Development Committee strongly recommends that managers strive for equitable playing time in the field whenever feasible. Furthermore, managers are encouraged to include all players or the entire lineup in each game. Coaching exceptions may be made for players who do not attend practices, as regular attendance is expected of all participants. However, during tournaments, managers have the discretion to determine playing time and whether to bat all players or limit participation to nine. There is no minimum requirement for innings played per game by individual players in Select Ball.

For 13U and 14U divisions, managers retain full discretion regarding playing time and whether to bat all players or only nine, both in regular games and tournaments.

SPRING SEASON SCHEDULE

The decision regarding participation of any CYB Outlaws team in recreational games will be determined collaboratively by the team manager and with the approval of the Development Committee. Please note that all-star teams operate independently from the Outlaws program. Eligibility for Outlaw players and coaches is contingent upon compliance with both CYB and Pony National standards.

SELECT FEES

CYB Select fees are assessed separately from league registration and families should take note of the additional expenses associated with Select Ball. Each team can organize independent fundraising activities, with all proceeds retained by the team. Outlaw participants may also secure sponsorships for their respective teams; each sponsor will be assigned appropriately and managed in coordination with our Sponsorship Director.

For both Spring and Fall registrations, the board will establish an additional fee for each Outlaws team and its players. These fees cover uniforms, tournament entry, umpire costs, balls, and other related expenses. The additional fee will be invoiced following tryouts and the announcement of the official team roster for the season.

UNIFORMS

The Uniform Committee is responsible for overseeing all CYB Select uniform selections. Uniforms will adhere to a consistent color scheme—primary colors Black and Red; secondary colors Gray and White—as well as uniform use of logos and wording ("Carmel" and "Outlaws") across all age groups and teams. Maintaining uniformity across Select teams reinforces the CYB Outlaws.

TOURNAMENT PITCHING RULES

Tournament pitching regulations will be consistently and rigorously enforced. Outlaws’ managers and coaches are expected to prioritize players’ health and safety, exercising sound judgement regarding pitch counts and innings pitched during tournaments or games. The Development Committee will monitor each team's pitch counts and/or innings pitched, and any instances of excessive pitcher usage may result in disciplinary action and require a hearing before the CYB Executive Board.

CONCERNS

All concerns related to a Select Ball player or team should be initially directed at the team Manager, followed by the Development Director, and ultimately the CYB Executive Board. The Select Ball Team Manager must be the first point of contact to address any issues and should have the opportunity to resolve them. The CYB Executive Board serves as the final authority for resolving all conflicts.
